Unlike many traditional new home subdivisions, the Mueller Community was subjected to an initial lottery program rather than an open market. This simply meant that rather than the developer building houses and people lining up to purchase, potential home buyers were required to participate in the lottery process. Six builders were invited as the first developers in the community and Pioneers had to work with one of the six.

The Lottery
The lottery process required the individual to pick (in advance) what builder they intended to work with. The process consisted of 6 different builders making up 3 general house styles. Streetman and Standard Pacific had relatively large floor plans while David Weekley and Meritage were building more moderately sized homes. Still Garden Court homes were being built by Muskin Homes and Saldana Homes. Of the 6 builders, David Weekley was the only one participating in the Affordable Home Program.

On March 29th, 2007 the following email was sent from Mueller Austin ( introducing the 6 home builders:

Join Catellus and representatives from David Weekley Homes, Meritage Homes, The Muskin Company, Saldaña Homes, Standard Pacific Homes and Streetman Homes at Mueller's "Meet the Homebuilders" open house. The event will take place this coming Sunday, April 1 from 1 to 4 p.m. at Mueller Central.

Talk directly with the homebuilders and learn more about Austin’s most-talked-about community. KGSR 107.1 will be on site from 1 to 3 p.m. with great music, prize giveaways and refreshments.

In order to qualify for the lottery, a participant had to get pre-qualified for a specified amount of money within the application deadline and submit their interest to only ONE of the six builders. Those sending their application spot to multiple builders would be disqualified from the process.

The Pioneer applications were due to Catellus by April 30th, 2007. Although the regulations of the process stated that the pre-qualification letters were also due at this time, this was not something that was enforced, possibly due to the processing taking longer than expected.

The After the April 30th, 2007 deadline for the Pioneer Program came and went, Catellus sent the following email to all interested parties on May 3rd, 2007:


April 30th has passed and folks are ready to settle their homestead at Mueller. We are very excited about the response from potential homebuyers who have registered to be a Mueller Pioneer and stake their claim in the first phase! Catellus is now completing the Pioneer pre-sales program.

When all of the registrations are received by mail, we will sort all registrants according to each builder and, in some cases, style of home. This process will likely take a few weeks to complete based on the number of registrations we have received.

Then, an accounting firm will oversee and certify a computerized process to randomly assign a priority number to each Pioneer. Once those numbers are known, each homebuilder will contact its Pioneers to inform them of their priority number in late May and begin scheduling sales appointments in priority order. We will send an update on May 11th — and at that time we'll include the final timeline.

Construction on the homes in this first phase will begin this summer with the first residents moving in by late 2007/early 2008. And, if you don't have the opportunity to purchase one of Mueller's first homes, we anticipate homes in the second phase will be ready for move-in by late summer 2008.
