MNA Steering committee Meeting Minutes – September 6, 2011 (7:00 pm)
Host and Chair, Betsy Hilton, lead the meeting at 4001 Mendez Street

INTRODUCTIONS – ALL

CONFIRM QUORUM AND CALL MEETING TO ORDER – BETSY HILTON

APPROVAL OF MINUTES - CANDICE MCKAY
Diane moved that we approve the minutes from the last meeting.
Dennis seconded the motion.
Motion carried.

TREASURER’S REPORT - DON DOZIER
Committee has $3353.38. This is appx $500 less than last time due to printing costs from
Front Porch Flyer. The income from FPF is still outstanding (estimated at appx $2000).
MNA has 204 total members (including 3 new + 1 renewal for 2012).

COMMITTEE ORGANIZATION - BETSY HILTON
-Education

MEET (Mueller Education E Team) met and wants to become an official part of Mueller
organization. MEET wishes to maintin their autonomy and report back to Steering
Committee. They’d like to cover all things educational. Steering Committee agreed to
establish a liaison between MEET & SC.
Diane proposed that we direct the by-laws revision committee to establish a standing
Education Committee with a volunteer SC member serve as a liaison. (All by-law
revisions require approval by General Membership.)
Reem volunteered to serve as liason.
Jerry seconded the motion.
Unanimously approved

-ANC/external relations
There is an opening for a second representative for ANC.
This position does not require participation as a SC member.

Kevin moved that we create an ad-ho committee to explore possibilities and make a
recommendation for strengthening our East Austin neighborhood relations as defined in
Mueller’s 6 Tenets for the community’s Vision and Goals. This committee should define
goals and objectives and solicit participation from other neighbors.
Diane seconded the motion. After discussion it was passed by unanimous approval. Jerry agreed to recruit those with an interest and form an external relations committee.

Jerry was recently appointed to PIAC by councilmember Tovo.

-Funding possibility

There was an existing grant process where could apply for one of the five $125 grants
made available by the Steering Committee from MNA membership dues & Front Porch
Flyer sponsors.
The idea is to set a maximum amount of funding available to certain, pre-qualified
groups and have them propose a budget for Steering Committee approval. This process
could guarantee funds for group spending, unlike the grant process. There is an open
discussion proposing establishing the Front Porch Flyer as an official committee with a
liaison serving on the Steering Committee.
The by-laws committee will work on establishing verbiage to support this idea and a
budget committee with procedures for approval and provide suggestions to the Steering
Committee.

STATUS OF BY-LAWS REVIEW - DON DOZIER
Don sought input from previous members of the by-laws committee.
The original purpose of the by-laws committee was to bring the Steering Committee into by-laws compliance.
Don also looked at by-laws of surrounding neighborhoods & committees and found that
most are essentially the same.
Dennis, Diane, & Don went through by-laws line-by-line and made suggestions
Items brought to the Steering Committee’s attention for thought & future discussion:
-Who should be able to vote in the General Membership?
-(Currently, anyone 18-yrs-old and older who is a member can vote (no limits on
number of adults within a household). This is similar to other neighborhoods’ by-laws.
Mueller has many single-adult households who feel that they’re under-represented by
this by-law.

BLOCK CAPTAINS AND NEIGHBOR NIGHT OUT - DENNIS MICK =
TUES, OCT 4

Dennis passed around list of block captains with a map of their coverage areas and
requested suggestions for filling in the blanks where block captains are needed.
Travis volunteered for section 26.
Travis suggested Andre/Rachel Simmick for section 30.

Kathy suggested we utilize Block Captains to help serve as a Welcoming Committee.
In addition to any welcoming efforts, we have a note from the Steering Committee (see
blue card). Block Captains could be an official committee. This is still under discussion.
Kathy & Dennis & Candice will discuss officiating Membership, Welcoming, & Block
captains committee.

UPCOMING MEETINGS – BETSY HILTON

General membership meeting Sept. 17 @ Hangar

Idea was presented to have a speaker from HEB to discuss upcoming grocery store.
Imagine Austin – city-wide long-range plan

Next Steering Committee meetings, Oct. 6 (Th)

Oct 6 is also a Pecan Street Project meeting, but there is no conflict.

ADDITIONAL BUSINESS/OPEN COMMENTS – ALL

Candice advised group of a band who often plays community events and is interested in
working with Mueller.

Travis was appointed to Urban Renewal Board.

Front Porch Flyer is having a “Slice of Life” photography contest. Anyone can submit
neighborhood-related photos to fpfphotos@gmail.com for a chance to win publication in
the flyer. There will also be a photography show with an auction of photos. All proceeds
will be donated to the Children’s Museum. Photos should be in by March to be included
in the show/event. High resolution photos are preferred, but all are accepted
