Did anyone go to/can anyone provide an update of the meeting in Windsor Park last week at which the HEB site plan was discussed? A colleague who lives in Windsor Park discussed the presentation with me and it seems like many other suburban plans. I.e. the store is set back away from the street; the parking lot fronts directly onto Berkman and 51st; the path to the store front does not appear pedestrian or cyclist friendly; the design appears to have been considered independent from the park across the street; it does not appear designed with potential for outdoor eating & entertainment space similar to whole foods. In short, it does not appear designed with Traditional Neighborhood Design principles in mind. LEED Gold is great for energy efficiency, but that doesn't mean the architecture is sustainable. I hope my friend was mistaken. Does anyone know if Catellus will be presenting anything to Mueller about the design or seeking additional community input?

I haven't seen the site plan, but I did see this weekend's Statesman article which included the following nugget:

"In the Market District, H-E-B will anchor a shopping center of 115,000 square feet that will have local, regional and national retailers and eateries. The H-E-B is due to open in the summer of 2013."

I'm assuming by "local" and "regional," Catellus means Applebee's Neighborhood bar and Texas Roadhouse Cafe.

Attached photo shows what Girard Kinney displayed for the 51st St. discussion at the last MNA meeting. I think it's the latest info. The HEB is clipped off at the bottom right.... the pink triangle is one corner of the store. The gas pumps are up near 51st St. and east of Berkman. The pink buildings on Berkman from 51st and to the south represent other buildings in the 'market district' that will hopefully have restaurants, etc. with active pedestrian uses facing the street. That's my understanding but I haven't been involved in the detailed discussions on the market district.

I like all the trees in the plan but it's too bad they're wasting all that land with a surface lot. I understand the economics of it most likely require that though. There should be bike lanes and sidewalks the entire length of Berkman and with Mueller folks coming from the south it should be fairly easy to access the side of the store from Berkman. Currently, I take the cargo bike over to Central Market for our grocery shopping and you learn routes to take to avoid major car thoroughfares. There is a "secret" back entrance to Central Market with bike racks where you don't even have to go in the parking lot, so maybe there will be something similar here. It does appear that the west side of the building could front Berkman and provide a good place for a big row of bike racks?

Semi-related but I hope that the actual town center area has at least a few blocks of pedestrian-only like a European town square but I'm not holding my breath on that.

HEB/Catellus indicated they'll have a Market District public input session sometime before the end of March. I agree that while the building itself may be architecturally spectacular and use 50% less energy than usual (all frozen food is behind doors!), the site planning and HEB's insistence on having a fuel station are pretty typically suburban. The only other central Austin HEB to have fuel pumps is the E. Riverside store, where they purchased an existing station. There are 10 existing gas stations within 1 mile of the Berkman/51st intersection, NOT including the expanding Speedy Stop across the street.

Windsor Park has objected to the fuel pumps in general, but especially in their being located on 51st Street. Moving them away from 51st would show some respect for Bartholomew Park and help address other issues that 51st is facing, where the majority of Mueller's existing and future access points are concentrated.

It will take some VERY STRONG community reaction from beyond WP to change the direction that the Market District is headed.

As MNA chair, I receive notifications from the City for permits filed in or near Mueller. I received notification yesterday that Catellus has filed for site plan approval of the Market District. There are no graphics that I could find in the online documents. If you want to look at the filing, go to https://www.ci.austin.tx.us/devreview/a_queryfolder_permits.jsp and enter: SP-2012-0024C in the field for Case Number.
