The City of Austin is considering an ordinance to require vehicles to pass vulnerable road users, from the Council Agenda site (item 30):
This action is to approve an ordinance adding a new section 12-1-35 (Vulnerable Road Users) to the City Code requiring a three-foot safe passing distance between vehicles and vulnerable road users.

Vulnerable road users include pedestrians, bicyclists, motorcyclists, workers in the roadway, and others. Citizens can register their opinion (for or against) at the kiosk in City Hall through the meeting this Thursday, October 22, 10-noon, or contacting City Council via phone or e-mail

This ordinance is similar to the one passed by the Texas legislature and vetoed by the Governor (SB 488).
