Graffiti on sidewalk - recommendations on removal service

Graffiti on sidewalk - recommendations on removal service

It appears that some one used something like Rustoleum Never Wet Paint on a block of sidewalk in front of my home. It's a light sliver color and only shows up when the sidewalk is wet.
They drew a smiley face

Has anyone else had this issue?
Can Anyone recommend a power wash or other service to remove?

311. COA will remove it. If on Mueller common property, POA will remove it
