Exemption Application for Solar or Wind-Powered Form 50-123
by Betsy on March 30th, 2012

I spoke with Mr. Newnan today - thanks for his contact info Dan!

He said his dept. used to handle the appraisals for property with solar and they just didn't include the solar equipment because they knew it would be exempted, plus there isn't much sales info for properties with solar.

These appraisals have now been transferred to James Durham's section (residential rolls) and he doesn't know if they're going to include the solar equip or not.

Brian suggested filing the simple form by the end of April. Pay particular attention to Item #5 - provide invoice and photos so they know the claim for exemption is legit and the market value of the equip. He suggested copying the form before you sign/date it, and just send in another copy every year. Why have to file every year? He said that's how the Leg. wrote the exemption bill.

I'm off to fill out my form now...

Thanks to Dan and Betsy for giving us additional contact information!

We sent our exemption application in yesterday, including documentation for item #5. (Made copies of everything, too.) This seems like a prudent step and a fairly minor documentation chore for us, considering the the enormous benefit we have gained from being able to participate in the Pecan Street Project.

We also added replacement cost coverage to our Homeowner's Insurance Policy after the solar panels were installed...just in case. I'm sure everyone else did, too.

Thanks Everyone for this information.

I'm not surprised that this is the first I'm hearing of this application and that we did NOT receive any email or mail regarding this form. We're still going back and forth with AE about our missing energy bills, which it seems I only get when we call them to ask them for one.

But that said, if it's required, shouldn't everyone with panels be receiving this notification? If I hadn't been paying attention to this forum thread, I could have completely missed this and I'm a little frustrated by that.

Will get our forms submitted thanks to you all.
Please do continue to share this kind of info - it's much appreciated!

- TCAD doesn't knw who has panels until they're told
- AE has refused to report that to TCAD citing privacy reasons
- give the docs & state statute a read to understand how TCAD will depreciate your over time

I posted about this at the beginning of the year. I felt certain it was required which is why I posted it. While I say I felt certain it was required by no means do I mean efficient. But that's a topic for another thread.

Betsy received this email today regarding the application for solar exemption. Apparently 2013 is when the appraisers will be looking for solar panels as they make their new appraisals.

Subject: RE: Solar Exemption

For 2012 the residential appraisers have not been picking up solar panels as added details. We have only been adding the panels if the property owner files an exemption.

Beginning with the 2013 field work we will be instructing the appraisers to add solar panels at the time of field inspections. Once we begin to do this we will, in February, send applications to all property owners that we have identified as having solar panels and they will have until April 30th to file an exemption.

Thanks,

James L. Dunham, RPA
Residential Director
Travis Central Appraisal District

Brian Newman recommended that we go ahead and file. But as I read James Dunham's response it would appear to be April 2013.

Betsy is planning on filing now.
