No leash no Park! You must be joking!!!!
by Jasper Borgman on March 9th, 2011

Is there any way we can get these taken down before SXSW??

I've got friends coming to town from all over.

Their impression will be "Austin/Mueller Has A Dog Sh!t Problem".

Again, not well planned.

I never realized there was a big problem until the signage appeared.

No leash no Park! You must be joking!!!!

Jennifer Harvey, the Mueller Property Manager, sent the following information to members of the Landscape Committee. I (a member of the MNA Steering Committee, but not a Landscape Committee member) am posting the following with Jennifer’s permission for the benefit of those persons concerned about unleashed dogs, dog poop, and ugly signage.

All,

Below is the info I've been sending to the few people that sent in a complaint, I'm copying and pasting from 2 emails:

We receive complaints about off leash dogs daily, primarily in Lake Park but through out as well. We've been working on this for a long time and brought it up at several POA Let's Talk sessions and then I asked the Landscape Committee to help and see if they thought it would help. We have permanent signs that are tasteful, small and at all trailheads but those do not seem to be effective. We are consistently asked for additional signage on both dog poop and leash your dog but we were hesitant to both spend the money on expensive, ineffective permanent signage but we also do not want to "clutter" the parks with permanent signage and felt like this was a good compromise but temporary.

We are planning to take them all down in 2 weeks.

I can only speak to what I've seen at Lake Park during the work day: primarily it is visitors (non-residents) that are not leashing their dogs. Typically, we see 3-5 off-leash dogs per day from Mueller Central in Lake Park, often while we are coming or going to lunch and then from the windows. I frequently roll down my window while I'm out or walk outside of the building as they walk by and ask them to leash their dog, sometimes they politely leash them, many have argued with me that they are allowed to have them off-leash at Mueller and some have outright challenged me to call the police, which I've done. We've also had elderly residents knocked over (several recent occasions), complaints from parents about off-leash dogs in the playscape area or running into groups of children playing and anecdotal accounts of dog fights due to off-leash dogs running up to leashed dogs. Most of what is reported to us has occurred in Lake Park and the offending dog owner was a visitor.

The landscape committee members spend a lot of time in the Southwest Greenway and anecdotally complain of off-leash dogs there that primarily belong to residents.

Most of the dog poop complaints occur in the residential areas and comes from residents. I don't see it as much personally while I'm out at Mueller but I hear anecdotally that is occurring frequently and is a problem for many residents with young children that use the park and tend to put mulch etc. in their mouths or get in on their hands and then put that in their mouths. Dog poop is known to carry serious diseases and it is a real concern that is not based on aesthetics.

Daily, I get complaints about both off-leash dogs and dog poop. One resident even threatened to sue the POA because we haven't done enough to stop the off-leash dogs and she was knocked over at Lake Park by an off-leash dog. We also had an owner that had a cat killed by an off-leash dog in the residential area. We have a lot of dogs at Mueller and while most of the residents and visitors follow the rules all the time, we do have a few that do not. We are hoping this will call attention to the rules and encourage compliance. We do believe that many visitors think they can have off-leash dogs here or at least pretend to. We didn't start this campaign because we're worried about being sued or really even because of complaints but we are concerned about safety in the park from both off-leash dogs and diseases from dog poop. Our small tasteful signage at trailheads and frequent emails to residents was clearly not curbing the problem and it will only get worse as the weather improves - we're hoping this will set a tone of compliance for the few dog owners that do not follow the rules or at least make sure they are aware before our security issues them a ticket.

Thanks, Don. Much appreciated.

Mueller neighbors: I wonder if an analysis is available (or could be done) projecting the population of dogs and cats when Mueller is fully built out? Such a study could also try to predict the implications of having such numbers of dogs and cats in terms of the interplay between people, parks, and pets.

About a year ago I advocated that neighbors with dogs should consider working together to try to achieve a dog park close to Mueller or at Mueller. I am glad to see that issue being revisited on this forum.

Thank you landscape committee and Jennifer Harvey.
My dog is always leashed and has been attacked at least once a week by a Mueller resident dog. A dog off leash when faced with a dog on leash can create an aggressive situation in even the most docile of dog. It is not safe for our leashed dog and not safe for anyone that gets in the middle of it.
Thanks for making the effort to curb the problem.
