Thanks for your email. First, I want to clarify the Row Home assessment goes primarily to insurance on the building, then reserves for future repairs on the balconies, roofs, etc. The third largest fee is water, then exterior building maintenance (painting, siding and shutter repair) and lastly is landscape maintenance. The contract with Greater Texas Landscaping includes weekly mowing, edging and monthly irrigation checks plus twice a year insect and weed treatments. It does not cover plant replacements or mulch, those are done looking at the project as a whole and not based on an individual unit basis or a plant-for-plant basis.

As is in done in a traditional townhome project, the landscaping is done in a commercial manner, which is sometimes disappointing to some homeowners who buy a townhouse and want the landscaping to be handled in a way like they would at their own home. Likely, it never will be done in the same way someone would do in their own yard, both in good ways and less than good ways. Some homeowners are confused about how the replacements work which is done by project, not individuals homes except in rare occasions or due to contractor negligence. Mulch is applied as needed but usually not more than once per year and not necessarily every year. The builders tend to plant without much thought to location, sun needed, etc., they also tend to overplant the beds so all of that is considered annually when we look at replacements. The POA has no control over what, where or how the builders plant and often some plants die but then allow others to grow to full size. GTL should be removing any dead plants weekly on that visit (they aren't great about doing that and often need a specific reminder).

Also, the scope of landscape maintenance is based to walk the line to keep the Row House assessments affordable but also looking attractive which is often a tough line to walk. We could certainly increase the scope significantly and include something like replacing each and every plant but that would also significantly raise the Row Home fees.

Owners are allowed (but not required) to plant their own plants as long as it falls within the Mueller plant list located in the Mueller Modification Guidelines. The Association is responsible for keeping the landscape in a good and attractive manner (but commercial) and I do agree the many of the Row Homes, especially along Zach Scott need some attention. This year was a particularly bad year for freezes and the drought impacted some of the trees badly. GTL is working on a plan for that will address more drought resistant and freeze resistant in the next big plant install as we don't want to waste time or money putting in plants unlikely to survive the upcoming Stage 3 water restrictions.

So, we should NOT expect to have the dead plants replaced by the company that planted the plants last Fall/Winter/Spring that were dead when they planted them at the row houses?
