John,

I agree that the low hanging fruit it to get rid of the credit reset date. That will help a substantial subset of PV users. Many of us will go negative in Jan/Feb especially those of you with electric auxillary heat.

As far as I was told, the credit reset was always Jan1...the same time that the VOST was supposed to be annually reset. I don't understand it. It should be Oct 1 to align with their fiscal calendar.

As far as mobilizing the other installers to reach out to their customer base, that has been tricky for a variety of reasons...

David is going to reach out the Solar Austin folks this evening.

Tomorrow is a city council meeting, where apparently they will be discussing the upcoming budget for Solar for any that want to go voice their concerns.

I watched David's video, very telling at the end, he discusses one of his clients who is a large kw consumer, he is a tier 5 user, so ultimately, he is paying 14.8 per kw for all his use and getting 12.8 back for his solar. You could produce 100% via solar and still end up paying the city 100s depending on your overall consumption.

I don't think that's quite right. I think the tier 5 user could install more solar and get to a lower tier and not be hitting tier 5. If you produce 100% via solar (net-zero) you do not end up paying 100s to AE. You might have to forfeit a lot of credit, however, if/when they reset. It looks like you could be net-zero at any kWh consumption level if you install enough solar panels.

Edit: Also Tier 5 only applies to usage over 2500 kWh, not all kWh.

Hi John,

Unfortunately not.

The Tiers are based on your Total consumption which includes Solar and City delivered electricity. Look on your electric bill. They are all based on total consumption, you never 'drop' down a tier

Based on your total consumption you pay for the regulatory charge, community benefit, and power supply adjustments this totals 4.65 cents per kwh.

The Tier five cost based on David's comment is 14.8 cents while getting back 12.8 cents. I wrote an excel spread sheet and anything above 2500 of production costs you.

Now if you live in the Suburb, your maximum tier is lower. Your maximum tier is 9.325 cents plus the other fees.

You are correct wrt total consumption.

So you can't drop down a tier, but it is not correct to say "he is paying 14.8 per kw for all his use," since tier 5 only kicks in above 2500 kWh. He is paying 14.8 only for kWh over 2500. In order to pay $100s for that and be 100% solar, wouldn't you have to be thousands of kWh over 2500 at the $.02 per kWh difference?

Sorry John, you are correct. Sorry, I was exaggerating. It does depend on total KW use, in order for it to be 100s it would have to be a huge number.

The point I was trying to make is that even with 100% PV generation, there are thresholds over which you pay for your own generation. And it depends if you are in the City or Outside.

In the city at 3500 kwh 100% PV you pay $50.13 at 5000 kwh you pay 98.56
Outside the city at 3500 kwh 100% PV you would pay $15.86

These are all based on the current VOST of 12.8 cents, if that drops even a little, those would go up. I think at Tier Five its higher than .02, I think its more like .032,Sorry to harp on it, its more the principle than the amount Hoping off my soapbox, have a great night.
